Tega Cay council adopts FY 2026-27 budget, updates code and confirms appointments

Tega Cay The City Council unanimously adopted the fiscal year 2026-27 budget and approved a package of ordinances, appointments and facility spending at its June 15 meeting at the Philip T. Glennon Center.
City Manager Charlie Funderburk summarized the budget prior to the vote; Councilmember James D. Foltz moved to adopt the FY 2026-27 budget and Councilmember Brian D. Carter seconded. The motion carried unanimously.
Council also passed a second-reading ordinance to repeal and replace Section 50-97 of the city code concerning abandoned and derelict vehicles. The ordinance was introduced and summarized by Funderburk; Councilmember Heather Jones moved adoption and Mayor Pro Tempore Thomas S. Hyslip seconded. The motion carried unanimously.
On a separate item, Council approved funding not to exceed $13,000 to repair the Glennon Center lighting system. Councilmember Brian D. Carter moved the measure and Councilmember James D. Foltz seconded. Members discussed whether to pursue full replacement versus repair and directed that the work be put out to bid; the bidding process was scheduled to close on June 22, 2026.
Appointments carried unanimously. Councilmember Brian D. Carter moved to appoint Nicholas Barattini to the Storm Water and Environmental Committee; Councilmember Heather Jones seconded. Following an executive session on judicial personnel, Council moved to offer employment and appoint Jeffrey Garis as Chief Municipal Judge; Carter moved the appointment and Jones seconded. Council noted they had interviewed five applicants and had received a resignation from the prior judge.
Votes recorded at the meeting were unanimous for each listed motion. No roll-call vote tallies giving individual member votes were read into the record for the actions summarized above.
The council also approved routine minutes and closed the meeting at 8:05 p.m.
