Town Manager Lisa Morrell explained Florida procurement law (Section 287.055) requires qualification-based evaluation prior to price; the council accepted the ordered list and gave staff authority to negotiate with the top firm and move to the next-ranked firm only if satisfactory contract terms and costs cannot be agreed.
Council members asked staff to review hourly rates for common tasks (culverts, SFR plan reviews, roadway work) and noted the town’s previous engineer charged $60 per hour; staff said negotiated rates may be higher. Council emphasized that the final contract would return to Council for approval once negotiated.
