District reports small gains in early literacy and numeracy, sets goals for kindergarten and third grade

He described use of the sub-measure framework and targeted interventions (SIPs and TA support) to accelerate support for students who need intensive instruction.
Board members thanked Strain for the update and Superintendent Linford praised his leadership and continuity from school-level principal work to district-level implementation.
The board did not take a formal vote on the plan because the update was informational; trustees endorsed continuing the district's focus on early intervention.
