Tega Cay council approves FY2026-27 budget, code changes and facility repairs; hires municipal judge

City Manager Charlie asked the council for a favorable second reading and adoption of Ordinance 6-12 to adopt the FY2026-27 budget. The manager summarized key fund totals: a general fund of $19,934,331; utilities at $8,457,297; stormwater at $1,464,479; events at $243,440; and a projected hospitality-tax fund of $425,000. With the millage rate unchanged at 86 mills, a council member moved, the motion was seconded and council members voted aye; the motion carried unanimously.
Council next gave favorable second reading approval to Ordinance 6-13 to repeal and replace section 50-97 of the city code regarding abandoned and derelict vehicles on private property, clarifying the city's process separate from state rules that apply to public property. The motion passed unanimously.
On a separate motion, council authorized funding not to exceed $13,000 to repair the ballroom lighting control system at the Glennon Center. Staff said the existing dimming control was obsolete, and the $13,000 authorization would bypass the electronic control with a simpler dimming switch to restore operation of roughly 28 recessed fixtures; staff estimated a full replacement could cost $20,000'$30,000. Bids were out and due June 22; council approved the funding authorization unanimously.
The council approved the appointment of Nicholas Baratini to the Stormwater & Environmental Committee and approved minutes from the May 18 regular meeting.
After an executive session on personnel matters related to the municipal judge position, council returned and voted to hire Jeffrey Garris as chief municipal judge for a four-year term with compensation set according to the city's pay scale. The motion carried by recorded voice approval.
The meeting ended with a unanimous motion to adjourn.
What happens next: staff will continue procurement for the Glennon Center repairs (bids due June 22), and the manager will implement the adopted FY2026-27 budget for the coming fiscal year.
