Council flags building maintenance contracts and electricity costs; agrees to shift funds into maintenance contracts

LaPorte County’s building maintenance team on July 21 presented a capital-assets and contracts breakdown that showed large 2025 outlays and identified recurring services moved across accounts. Staff recommended consolidating recurring vendor payments — for example elevator service, pest control, and generator load-bank testing — into a single maintenance-contract line to improve predictability.
Angie (building maintenance) and staff outlined several proposed contract increases and a list of items that had previously been paid from multiple accounts. Council members and staff agreed to move some expenses into the maintenance-contract bucket and to raise the maintenance contracts line from approximately $91,000 to $100,000. The council also set a working projection for electricity costs at $1.4 million for the next fiscal year pending precise vendor data.
Members discussed HVAC system failures and longer-term replacement options, including a design-and-build procurement to be run through the commissioners’ sealed-bid process. Staff flagged an upcoming need to replace radio consoles and noted that dispatcher consoles purchased in 2018 will approach end of life; the EMA/911 director similarly told the council the county should begin hard-pricing radio replacements for 2028.
The council approved the recommended twos and threes with account adjustments (including moving some elevator and repair items into contracts) and directed staff to return with more detailed capital-pricing information and procurement documents for major HVAC or generator projects.
