Frederick County presents housing strategic plan; business members ask for numeric targets and higher wages

At a March 26 meeting of the Business and Industry Cabinet at Winchester Hall, Director of Housing Vin Rogers presented Frederick County's Housing Strategic Plan and Needs Assessment that the county unveiled to the public in February 2026.

Members of the Cabinet focused discussion on why the study was undertaken, the strategic elements the county plans to begin implementing and how the business community can support those goals. Several members asked for concrete numerical estimates — current housing stock, projected need and specific housing targets — and Rogers said producing those numbers is part of the plan's next steps.

County Executive Jessica Fitzwater framed housing as a cross-cutting priority, saying it is “not only important” but that its effects on other county priorities make it a sustained focus for county leadership. Business member Dusty Rood described his company's recruitment supports, saying his firm provides stipends for down payments and furnishings to help new employees and argued that local employers will need to raise wages if they want to retain and attract workers to Frederick.

The Cabinet discussed how the business community could support implementation of plan components, including partnering on employer-based housing incentives, data sharing to refine local targets, and coordinating on workforce recruitment tied to housing availability. Rogers and county staff committed to follow-up work that will produce the more specific housing numbers and implementation steps Cabinet members requested.

The meeting record notes no formal vote on policy tied to the plan at this session; follow-up and implementation work were described as next steps. The Cabinet's next meeting is scheduled for May 28, 2026, at Winchester Hall.
