Council adopts Nampa’s 2026 Annual Action Plan to submit to HUD
Summary

The City Council voted to adopt the 2026 Annual Action Plan and authorized staff to submit the document to the U.S. Department of Housing and Urban Development on or before Aug. 16.
Matt Jamieson, economic and community development staff, summarized the plan and explained how council allocations prioritized CDBG allowable categories: administration and planning; public service (funded at the 15% cap, roughly $97,404); and non‑public service capital items. The total allocations announced were approximately $1,020,240.73.
Key funded activities
Public services: funding for homelessness prevention (rent and utility assistance), domestic violence support, homelessness assistance and senior services.
Non‑public service allocations: park projects (Sunset Oaks Park, Lyon Lions Park basketball replacement, Hunters Park basketball replacement) and pedestrian crossing improvements at Stanley Creek and Roosevelt Avenue. Housing activities included a $100,000 line for housing affordability and a home‑repair loan program for low‑income households.
Public outreach and comments
Staff noted a 30‑day public comment period and two open houses; the plan received four comments, including concerns that $100,000 for housing affordability may be insufficient and requests that funds address rent and food access needs. Jamieson said the plan can be modified later and staff will return with amendments if necessary.
Council action
With no speakers signed up for tonight’s hearing, the council moved to accept the plan and authorized submittal to HUD by roll call.
