Killdeer Commission approves multiple contracts, park projects and awards chip-seal contract

The Killdeer City Commission approved a series of construction and service contracts and other actions at its April 6 meeting.
The commission accepted a bid from Dean Schmeling for removal of a metal building at 155 Central Ave S for $1,234 paid to the city; the motion carried after a roll call vote in which Commissioners Cindy Hanson, Chris Fenstermaker, Jeff Fair and Commission President Logan Wallace voted yes and Commissioner Greg Nordsven voted no. Commissioners also approved a $6,653 purchase from Display Sales for Memorial Day banners and unanimously approved a lease extension with the Cowboy Golf Foundation for the premises at 151 Central Ave; Foundation representatives Clayton Johnsen and Jermey Bird described interior plans and an anticipated summer opening and the Commission concurred with an outside painting option.
The Commission awarded the Lions Park bathroom contract to JE Builders LLC for $126,104.95 and the Log Cabin Park bathroom contract to JE Builders LLC for $122,763.31. Commissioners approved a $1,200 asbestos inspection with Total Control Inc for the city-owned property at 525 5th Ave NW. City Engineer Kenzie Robertson presented bids for the city’s 2026 chip-seal program and the commission accepted Asphalt Surface Technologies Corporation’s (Astech Corp) bid of $919,811.10 and directed issuance of a Notice of Award. The commission also approved Northern Improvement’s street patching quote totaling $37,425.00 ($16,587.50 for Patch #1; $20,837.50 for Patch #2).
On personnel and planning matters, the commission approved hiring Brady Beucksler as a Community Development Architect summer intern at $35 per hour with housing provided. Killdeer Parks & Recreation Director Ryan Schleppenbach presented a $25,000 facility planning proposal from ICON Architectural Group; the commission approved $6,250 in city funds toward the proposal contingent on shared funding approval by the Dunn County Park Board and a JDA grant request. City Attorney Nate Bouray reported an abstract review for the Hinrich’s Mall parcel identified a restrictive covenant and was directed to draft an agreement with Bronson’s Marketplace consistent with discussed terms. The commission also approved a $10,000 Visitor’s Committee Fund application for the Killdeer Saddle Club and scheduled a special meeting for April 27, 2026 at 4:00 p.m.
