The Urbandale City Council on a July meeting approved a series of planning and zoning measures including plats, an easement vacation tied to Timberline Village Plat 2, and the first reading of a traffic-control ordinance.
Community Development Director Rose Schroeder introduced the public hearing on vacating two recorded easements in Timberline Village Plat 2 — described in staff materials as a stormwater flowage easement and a separate storm sewer easement — saying the vacate was a condition of preliminary plat approval and that “new easements will be established with the final plat.” The council voted to approve Resolution 194-2026 authorizing the vacation and approved the first reading of Ordinance 2026-32 tied to the item.
The council also approved a cluster of final plats and related resolutions. Rose briefed the council on Magnolia Heights Plat 10, noting it is a roughly 20-acre phase of a larger PUD composed of 37 single-family lots with lot widths of about 70, 60 and 50 feet and standard setback dimensions; she said the parkland dedication was determined at preliminary plat and staff will follow up on how the dedication will be used. The council approved the related council letter (8650).
For Sunflower Estates Plat 1 on Douglas Parkway, Rose said the replat consolidates three parcels into two lots to accommodate two single-family homes (one lot roughly 8.5 acres, the other just over 18 acres), and that water service must be extended from Douglas and sanitary sewer easements are required; the council approved Resolution 210-2026.
The Line 7 project at 142nd Street and Waterford was presented as three linked items: a preliminary and final plat plus a site-plan amendment. Rose said the site as shown still includes five 45-unit multifamily buildings, a clubhouse, pool and structured parking, and that staff must ensure each lot would be separately served by utilities if ownership changes. The council approved the prelim/final plat (Resolution 211-2026) and the site-plan amendment.
Rose returned to Timberline Village Plat 2 to present the final plat for a roughly 7-acre parcel subdivided into single-family lots (lot sizes from about 15,000 square feet to nearly 40,000 square feet). Outlot Z will contain stormwater detention and multiple pedestrian easements; sidewalk width in this addition will shift from 4 feet (phase 1) to 5 feet. Council approved Resolution 208-2026.
On the regular agenda, Kristen (traffic staff) reviewed a proposal to add a yield control at a recently opened intersection near Waterford; citing METCD guidance and limited traffic counts at a new intersection, staff recommended yield rather than stop control. The council approved the first reading of Ordinance 2026-33.
The transcript does not record roll-call vote tallies or named vote records for these actions; meeting minutes or city staff will carry the official roll-call details and ordinance text.
What happens next: most plats proceed to final recording steps and the staff follow-up items Rose identified (utility easements, parkland detail, and final engineering). The yield-location ordinance will return for additional readings per the city’s ordinance process.
