Henderson to apply for FEMA BRIC grant to underground utilities and upgrade substations

On April 28, the Henderson City Commission voted unanimously to authorize a FEMA Building Resilient Infrastructure and Communities (BRIC) grant application to fund hazard-mitigation projects on behalf of Henderson Municipal Power & Light.
Brad Bickett, who addressed the commission after the walk-on resolution was read, described two candidate projects: undergrounding overhead utilities on a downtown block and upgrading relay equipment at substations to improve fault isolation. "The intent is for hazard mitigation," Bickett said. He told commissioners the grant would likely fund roughly 75% of project costs, with the utility covering a 25% local match.
Bickett said the projects currently sit below the city’s capital-priority cutoff and that federal funding would make them feasible. He recommended pursuing the application so the city can implement resiliency work that otherwise would not rise to the top of the capital plan.
The commission moved, seconded and approved Resolution 25-26 by roll call.
Next steps: staff said they will complete and submit the BRIC application and return to the commission with updates on scope and matching-fund requirements if the award is recommended.
