Tega Cay council approves jail agreement renewal, authorizes trash surcharge introduction and green-lights golf-entry facelift

The Tega Cay City Council took several administrative and budget-related steps on April 20 that could affect city operations and residents’ bills.
Intergovernmental agreement for inmate boarding: Council voted to approve a renewed intergovernmental agreement with York County for boarding municipal inmates at the Moss Justice Center. City staff said the agreement mirrors prior terms but will renew automatically each year unless the city provides notice. The county’s charge for boarding those municipal inmates who remain at the jail and are not returnable to local holding facilities will increase from about $75 per inmate per day to about $90 per inmate per day effective July 1, staff said. A councilmember objected on principle, noting that county taxes already fund the jail, but the motion passed.
Household solid-waste fuel surcharge (budget amendment introduction): Staff presented an ordinance to amend the FY25–26 budget to allow a fuel surcharge tied to the diesel price index. The surcharge will add an estimated $0.24 per household per month while the Atlantic diesel index remains above $4.75; when the index falls below that threshold for the prescribed period, the surcharge would revert automatically without additional council action. Staff said the change is a pass-through cost in the contract with the waste-hauler and the city does not profit from the surcharge. Council approved introducing the first reading and is expected to hold the second reading in time to apply the surcharge to May billings.
Golf-course entryway enhancement: Parks/golf staff proposed an entrance enhancement for the Glendon Center golf course at the corner off Molokai Drive. Materials were estimated at about $11,000 with city staff labor to be used for installation; contractors had quoted approximately $29,000. Council authorized the project and funds not to exceed $11,000 from the general fund and golf fund, and staff said the work would be completed in time for July 4, barring unforeseen issues.
Council discussion noted the county jail fee increase reflects rising operating and medical costs at the jail. Council members and staff also reminded residents of a town-hall forum April 30 and other upcoming outreach opportunities.
