Tega Cay Council advances comprehensive plan, approves annexation introduction and awards street-patching contract

The Tega Cay City Council on April 20 advanced several land-use and public-works items, including a step toward formally adopting the city’s 2025–2035 Comprehensive Plan, an annexation-and-rezone matter, and an award for street patching and sidewalk repairs.

Council voted to introduce the second reading of an ordinance that would adopt the city’s 2025–2035 Comprehensive Plan; a public hearing had been held previously and the Planning Commission’s recommendation was on the record. The motion to introduce the second reading carried unanimously.

Council then considered an ordinance to annex tax map number 645-00-00-0401557 (Hubert Graham Way) and rezone the parcel from RSF-40 in York County to R-40 in the city; council approved introduction of that second reading as well.

On infrastructure maintenance, Public Works staff reviewed bids solicited on March 6 with four companies submitting proposals. Staff recommended awarding the street-patching and sidewalk-panel repair contract to Grama Pavement as the lowest responsible bidder; the vendor’s proposal specified 3,000 PSI concrete for panel repairs and a higher-quality product at a competitive price. Council approved the award and authorized the city manager to issue a notice to proceed.

Councilmembers emphasized that the Chelsea Day and Stonecrest Boulevard areas had been frequent resident concerns and welcomed the decision to move from thinner resurfacing to a more durable section standard. Staff noted the FY25–26 street-maintenance line item is budgeted at $100,000 and that, following this award and prior expenditures, the account would still have approximately $78,000 remaining in the fiscal year.
