The consent package — approved after Mayor Hawkins Butler asked whether any items should be removed for discussion and none were — bundled routine and project-specific approvals. Alderman Guy Bowering moved to approve the Consent Agenda and Alderman Mike Hudgins seconded; the board recorded the vote as unanimous and Mayor Mary Hawkins Butler declared the motion carried.
Key items authorized in the consent agenda included acceptance of the oath for Police Officer Ty Lovell and hiring authorizations for Steven M. Turner (police officer, effective March 10, 2025), Dillon Ellmore (full-time laborer, Parks and Recreation, effective March 5, 2025) and William Foreman (full-time firefighter, effective March 5, 2025). The board also approved position amendments for Guy Strickland to become full-time Senior Code Enforcement Officer and for Janet Danks to become full-time Assistant to the Mayor and Board of Aldermen, both effective March 6, 2025.
Public-safety and training approvals included Fire Department travel and training for Kevin Miller (search-and-rescue training in Meridian, March 10–14, 2025, and National Fire Academy training June 1–13, 2025) and authorization for six firefighters to attend the Partners in Preparedness conference in Biloxi (May 20–23, 2025). The board also approved the Police Department training and travel calendar for March 1–May 31, 2025 and authorized procurement of a dual-purpose Belgian Malinois K-9 from Checkmate K9 Mississippi as the lowest and best quote.
Infrastructure and procurement actions approved under the consent agenda included acceptance of an advertisement for bids for the Strawberry Patch Park sidewalk project; authorization for temporary rental of up to two 10,000-gallon water tanks during spring maintenance at the Cotten Hill Water Tank facility; approval of a DWSIRLF funding ranking request for a proposed 1-million-gallon water tank; acceptance of bids for a new crane truck for the Water Department; sole-source repairs for a Ford F750; and authorization to replace a speed bump in Calumet Subdivision using annual term bid pricing.
The board approved administrative and intergovernmental items as presented: acceptance of proofs of publication, execution of an MOU with the Mississippi Department of Finance and Administration for Local Project 582468, authorization for a temporary storage unit permit at 591 Hazelton Drive (March 1–April 1, 2025) and approval of documents to close out Mississippi Homeland Security Grant 24HS249. The City also approved and authorized submission of the City of Madison 2024 Annual Stormwater Program Report to the Mississippi Department of Environmental Quality.
A notable financial action included adoption of a resolution approving the amended and restated Development and Reimbursement Agreement associated with the Village at Madison tax-increment financing plan (August 2019). The resolution, listed in the consent exhibits, authorizes the city to reimburse the developer for certain infrastructure improvements from tax-increment financing revenue bonds as described in the exhibit provided to the board.
Other consent items covered advertising and sponsorship resolutions (Madison County Journal, Madison Central High School PTO, The Northside Sun), a Konica Minolta copier purchase for Economic Development, and an amendment to a tower attachment lease with Telepak, Inc. (C Spire) for antennae on the Hoy Road water tower.
With no further business, Alderman Mike Hudgins moved to adjourn; Alderman Guy Bowering seconded and the motion was approved unanimously. Mayor Mary Hawkins Butler then declared the meeting adjourned.
