The Mayor and Board of Aldermen of Madison City met Tuesday, Feb. 18, 2025, at the Madison Justice Complex and unanimously approved the consent agenda covering routine minutes, payroll and a slate of departmental actions and contracts.
The consent agenda consolidated a range of approvals: acceptance of meeting minutes (Feb. 4 and Planning & Zoning Jan. 13), authorization of payroll and disbursement items, several personnel actions, departmental reports, contracts for services, federal grant-related reporting and various procurement awards. Alderman Tawanna Tatum moved to approve the consent agenda; Alderman Guy Bowering seconded, and Mayor Mary Hawkins Butler declared the motion carried.
Key items approved included authorization to hire Barbara McDonald (part‑time administrative assistant, Economic Development, effective Feb. 10, 2025), Ty A. Lovell (full‑time police officer, effective Feb. 24, 2025), Chrystal M. Praytor (part‑time kennel worker, Webster Animal Shelter, effective Feb. 19, 2025) and Cortez Sims (full‑time laborer, Streets Department, effective Feb. 19, 2025), and acceptance of Police Officer Bobby Smith's resignation effective Feb. 7, 2025. The board also accepted departmental financial and activity reports for Administration & Finance, Fire and Police.
The board approved a preventative maintenance contract with Renew BioMedical for Fire Department cardiac monitors and authorized a contract with Carousel Industries of North America, LLC for Avaya hardware services and Xima Care support for March 1, 2025–Feb. 28, 2026. The Police Department was authorized to renew its agreement with Boondocks Firearms Training Academy and to remove one Ricoh copier (Property #9281) from inventory.
On airport-related business, the board approved Mississippi Transportation Commission federal matching grant agreements for Bruce Campbell Field (projects listed as AIG-3-28-0046-OU-2023; AIP-3-28-0046-035-2023; AIG-3-28-0046-036-2023) and authorized execution of related Federal Aviation Administration financial reports. The board also authorized execution of SF-270 and SF-425 forms to request reimbursement from the USDA Natural Resources Conservation Service for the Hearn Creek/Deerfield Drive project grant.
Procurements approved on the consent agenda included awarding the purchase of two automatic grass mowers for Parks and Recreation soccer fields to Revell and awarding a contract to Steve Chisholm, LLC for removal of approximately 90–100 trees and stumps along Rice Road. The board authorized submittal of an MDOT permit application for pipeline construction along/over Tisdale Road and Green Oak Lane, and authorized the Mayor to execute an LPA-100 agreement with MDOT for the Highway 463 geometric lane improvement project.
Other financial actions included authorization to release a letter of credit for Wildberry Pointe, acceptance of a letter of credit from Community Bank for Heitzmann Investments, LLC (7628 Old Canton Road), and authorization for the Mayor to submit a proposal regarding parcels in the Pearl River Valley Water Supply District in Madison County.
The board recorded the motion to approve the consent agenda as unanimous. Mayor Mary Hawkins Butler declared the motion carried.
