Cottage Grove board approves overnight paving, capital plan, park master plan and equipment purchases

The Village of Cottage Grove board took several operational votes on infrastructure and community events.
Public works and contractor representatives said overnight paving between 10 p.m. and 7 a.m. at County Highway N and TT would improve worker safety, prevent long daytime queues and produce better pavement quality; trustees approved the request after confirming detour coordination with Dane County.
The board adopted a ten-year capital prioritization plan (2027–2036) that layers major projects, road maintenance and equipment purchases and asked staff to have the financial-management plan (FMP) reflect tax-impact scenarios. Trustees flagged the community park shelter and several intersection safety projects for further refinement during the FMP process.
Parks & Recreation recommended and the board approved using up to $30,000 from park development funds to prepare a master plan for the Juniper Fields parkland; the plan will identify multiuse fields and flexible green space and guide future developer or budget-funded park work.
Public works also described repeated breakdowns of the existing street sweeper and recommended buying a regenerative-air sweeper now rather than next year; trustees approved the purchase and a down-payment structure for a 2027 final payment.
The board granted a temporary alcohol license to the Cottage Grove Lions for Rockin’ at Bakken (08/27/26) and approved suspending the park’s alcohol ordinance for that event. All motions were approved by voice vote.
Next steps: staff will incorporate board guidance into the financial-management plan and return fiscal impacts with budget-review analysis; parks staff will begin the master-planning procurement and public engagement.
