Riverside approves $2.59M capital plan, awards paving contract and seeks NJDOT funds for Pavilion Avenue streetscape

The committee voted to adopt Ordinance 2026-#4 authorizing completion of various capital improvements and the issuance of general obligation bonds or bond anticipation notes up to $2,466,333 to finance the work. Mayor Gary Haman led the meeting; the ordinance passed on second and final reading by unanimous roll call vote.
In a related action, the committee approved Resolution 2026-#70 authorizing the mayor and township clerk to execute a Federal Aid Cost Reimbursement Agreement with the New Jersey Department of Transportation for Pavilion Avenue streetscape construction and construction management/inspection services (Federal Project No. F00S043). The resolution records anticipated federal reimbursement to the township of $800,070 and designates Township Administrator Meghan Jack as the township’s representative for the agreement.
Separately, the township awarded the East End Utility Trench Restorations milling‑and‑paving project to South State Inc. for the low quote of $52,224.88 (Resolution 2026-#77). The contract covers milling and paving work on portions of Clay, Hecker and Palmer Streets.
The committee also authorized submission of two additional NJDOT grant applications: MA-2026 Avenues Improvement Project (Phase II) for the Avenues Improvement project (Resolution 2026-#72) and TV-2027 Riverside Township Wayfinding Signage Phase II (Resolution 2026-#73). Both resolutions authorize the mayor and clerk to submit electronic grant applications and to sign grant contracts if awards are made.
During the public comment period, resident Chris Bright asked about benches near the police station; committee members said the benches are included in the Pavilion Avenue streetscape work the township just authorized.
What happens next: the township may proceed with contract mobilization for the awarded East End milling and paving work and will move forward with executing the NJDOT Pavilion Avenue reimbursement agreement and pursuing the two grant applications; grant awards and bond market timing will determine funding schedules and construction start dates.
