Public Safety Committee reviews fire-station capital projects, delays Rockville funding and confirms HVAC replacement

The Montgomery County Public Safety Committee on March 17 reviewed proposed FY2026 amendments to the fire capital improvement plan covering Rockville Station 3, a new White Flint station and Clarksburg station savings.
Council staff presented an amendment to push $500,000 in programming for Rockville Station 3 from FY2026 into FY2027 because of ongoing project delays. "This is just an amendment that basically pushes the programming of $500,000 out from FY '26 to FY '27," Ms. Farag told the committee.
David Dice, director of the Department of General Services, said the HVAC replacement at the existing Rockville station is in design and scheduled to start construction at the end of the year. "It's about $4,500,000 and the work is underway," Dice said, adding staff expect completion around February of next year.
Eric Benard, president of the Rockville Volunteer Fire Department, said volunteers are coordinating with county staff on repairs and exploring a new site near the Carver property. He told the committee the group has discussed securing "3 to 4 acres on the Southeast corner of the Carver site" as a potential long-term location.
Staff described the White Flint project as a new station at Route 355 and Randolph Road that experienced a two-year deferral and now faces projected cost escalation of $6,900,000. Council staff also reported a roughly $1,000,000 funding switch from general obligation bonds to the recordation tax premium for the White Flint project.
On Clarksburg, staff reported $1,300,000 in savings that have been transferred to the Public Safety Communications Center Phase 2 electrical distribution and HVAC upgrade. Council staff recommended approval of the package as amended.
Committee members and agency staff discussed timing, ownership (volunteer-owned Rockville property), and the multi-year process to design and build a new volunteer station. Officials cautioned that land negotiations, design and construction mean relocation could take several years, even if funding is secured.
The committee took no substantive changes beyond the staff recommendations and advanced the item as presented for the record.
The committee will forward the CIP amendments to full Council as part of the larger budget and CIP reconciliation process.
