Council confirms Community Reinvestment and Repair Fund Commission nominees amid equity and geographic representation concerns

The Montgomery County Council voted to confirm the County Executive’s nominees to the Community Reinvestment and Repair Fund Commission after members debated geographic representation and outreach.

Councilmember Marilyn Balcom said she did not object to any individual nominee but would abstain from the vote to call attention to a pattern she described in which the Up County and the Northwest quadrant have been underrepresented on boards, committees and commissions. "There are 9 of 13 nominees from Silver Spring alone," Balcom said, and she urged the executive branch to conduct more targeted outreach in neglected areas.

Several councilmembers—including Council Vice President Giordano and Councilmember Mink—acknowledged the concern and said the county must improve recruitment strategies. Councilmember Friedson said he shared Balcom’s concerns and joined her in abstaining while stressing he did not oppose the nominees themselves.

Council Vice President Giordano moved to confirm the slate; the motion passed with nine votes in favor and two abstentions. The council noted the commission is required by state law for Montgomery County to receive cannabis tax revenues and emphasized the urgency of appointing the body so funds can begin to flow to impacted communities.

Several members asked the executive branch for a future review of outreach to ensure commission membership better reflects county-wide geography and lived experience.
