Staff informed the Environmental Commission on July 20 that Sterling Point (near Cedar Grove and Western Road) plans to begin work on a second apartment building that was part of a multi‑building approval first issued in the early 2000s. Staff said the site-approval was reauthorized in 2024 and that the developer is notifying the township of imminent work.
Commission discussion focused on infrastructure and design features. One member noted that until the township's water system is upgraded some units "would have to have wells" rather than connect to the municipal supply. The commission suggested recommending electric-vehicle charging readiness, solar-readiness and motion‑activated interior lighting to reduce excess light and energy demand. Staff described the second building as about 30 units with an approximate footprint of 12,144 square feet based on the submitted materials.
Because the developer's approvals date back years, staff said resubmitted plans must meet current application requirements; commissioners said they would pass comments on to the planning board where necessary.
