The Robertson County Commission on July 20 approved resolution 072026064 to authorize economic development plans for the Cedar Grove mixed-use development and discussed how a tax increment financing (TIF) arrangement would support infrastructure work.
Adam Clark (speaker 3) introduced the plan and described the development as mixed-use, with potential retail, homes and an emergency-room site. During discussion, Commissioner Gina (speaker 12) pointed commissioners to a packet showing many delinquent tax accounts and urged the county to notify developers on that list before issuing permits. "If they're not going to pay their taxes, they don't need another building permit," she said, urging stronger coordination between permitting and tax collection teams.
Commissioners also asked staff to clarify how TIF proceeds would be used. Planning and economic development staff said the TIF would fund turning lanes, sidewalks and lighting and noted the state would construct certain turning lanes as part of its project; developers also have committed land for infrastructure. One commissioner asked how much immediate tax revenue would come to the county during build-out; staff said property taxes on the site increased from roughly $12,000 to projected progress-stage revenue of about $220,000 per year after build-out projections.
After discussion, the commission moved and approved the resolution by recorded voice tally (chair reported 19 yes, 4 no; motion passed). The resolution sends final plan approvals to staff for permitting and stated expectations for infrastructure commitments.
The commission requested that staff: (1) provide clearer cross-checks so permit applicants' tax compliance is visible to permitting staff, and (2) provide an updated revenue projection and timeline for TIF receipts.
