The Park County Board of County Commissioners approved three subdivision matters on July 21 after staff briefings and review of planning and zoning recommendations.
Sage Creek/Sieg simple subdivision (Simple Subdivision 340): Planning staff (speaker 12) summarized the application to split a 13.37‑acre parcel into two residential lots (7.52 and 5.85 acres). The staff report noted the parcel is in the applicable development regulations, that public notice requirements were met, and that one written public comment supported the proposal. A well sample nearby registered total dissolved solids at 562 mg/L (above the advisory threshold of 500 mg/L), which staff said affects aesthetics (taste, staining) but “does not pose a serious health risk.” The planning and zoning commission recommended approval. After closing the public hearing, the board approved the final plat with the recommended conditions.
Erickson major subdivision (preliminary plat): Planning staff (speaker 10) presented a preliminary plat from Brian and Kelly Erickson proposing a two‑lot major subdivision (7.38 acres and 1.478 acres). Staff listed numerous conditions for final approval: required easements for utilities and special districts, a water distribution plan approved by the State Engineer's Office, evidence of domestic water taps (or a DEQ letter after a well study), a long‑term noxious‑weed management plan, HOA or road‑maintenance agreement language, and a merchantable‑title requirement. Park County Fire District 1 and Park County School District No. 1 confirmed they could provide services; Garland Light and Power required easements and a new service stub for the western lot. Planning and Zoning recommended approval with conditions (see staff packet). No public comments were received at the hearing; the board voted to approve the preliminary plat subject to staff recommendations.
Ramuda (Remuda) Minor Subdivision 98 final plat: Staff presented a revised final plat submitted the morning of the meeting indicating an access easement change from 30 to 40 feet (applicant sought to lengthen a Pony Trail access easement to 40 feet). Commissioners discussed whether the board could require neighboring landowners to grant additional easement width and the potential impacts of future development. Staff and the county engineer said state and forthcoming county standards generally support a 40‑foot easement for interior subdivision roads, and the applicant agreed to the extra 10 feet. The board approved the final plat with the additional 10‑foot easement.
Across the three items, staff emphasized that final plats and approvals are conditional on meeting specific requirements before recording: timely submittal of final plat documents, recorded easements, a water distribution plan approved by the state engineer, evidence of domestic water service, a long‑term weed plan, and appropriate HOA/road maintenance documentation. The board referenced Wyoming statute 18‑5‑306 as the governing statutory standard for subdivision minimum requirements.
The motions to approve each application passed by voice vote after commissioners discussed technical clarifications and administrative relief possibilities. Staff will continue to track pending conditions and the required filings prior to final recording.
