Henderson allocates CDBG funds to Audubon Kids Zone, schedules budget work session

City Manager Dylan Ward and project staff updated the commission April 28 on the Community Development Block Grant (CDBG) balance and related compliance. Mr. Ward said the city receives roughly $231,000 annually and that federal rules limit retained funds to 1.5 times the annual allocation; the city had retained approximately 3.5 times the allocation and was placed on probation. Breasha Pruitt, project coordinator, said recent expenditures brought the retained balance to 1.49 times, putting the city back into compliance.
Mayor Bradley S. Staton recommended using the remaining approximately $25,000 of CDBG funds to support a Neighborhood Actions Project proposed by Audubon Kids Zone in order to reduce retained funds and preserve Inner City Improvement Plan funds. The commission approved a motion by Commissioner Robert N. Pruitt, Sr. to use $24,706.40 from CDBG and $293.60 from the General Fund (total $25,000) to fund the project. The vote was unanimous.
Separately, City Manager Dylan Ward announced a budget work session for May 12, 2026, and Finance Director Chelsea Mills said the draft budget will be delivered digitally by May 8. The commission also authorized up to $16,000 to Henderson County to supply and install a truck bed for a county‑purchased animal control vehicle; the county will provide the truck and the city will provide the box and installation funds. The motion to authorize up to $16,000 passed unanimously.
