Henderson approves stop‑loss reinsurance change, renews transplant policy

The Henderson Board of Commissioners approved April 28 a municipal order awarding the city’s stop‑loss reinsurance and separately approved renewal of the organ transplant policy used in the city’s health plan.

Benji Marrs, senior benefit consultant with Bim Group, summarized the RFP process for stop‑loss coverage and said 12 vendors initially responded. After screening, the city considered several offers and recommended transitioning coverage to Symetra; Mr. Marrs said Symetra’s renewal came in roughly 7% over current while Sun Life (the incumbent) had negotiated to about 9% over current. He recommended moving the individual deductible from $210,000 to $215,000, and said the total premium for Symetra at the $215,000 deductible would be approximately $810,511.

Human Resources Director Megan Russelburg clarified the $810,511 figure as the total premium for the stop‑loss coverage with the $215,000 deductible. Commissioners discussed premium amounts before approving the municipal order to award the stop‑loss coverage. The board also approved Municipal Order No. 39‑26 to renew the city’s organ transplant policy; the meeting record notes the transplant policy is a carve‑out that is advantageous when a transplant claim occurs and that its premium is increasing by about $6,000.

Both motions passed unanimously on roll‑call votes. The actions update the city’s health plan financing arrangements through its reinsurance and transplant policy vendors; administration will proceed with implementation under the approved terms.
