Kenosha County board rejects effort to bypass Finance Committee on division-head authority

The Kenosha County Board on July 21 rejected a procedural motion to discharge (bring forward) a resolution addressing whether division heads should serve at the pleasure of the county executive.
Supervisor Nudo moved to discharge the Finance Committee so the resolution could be considered by the full board. Corporation Counsel explained the motion only places the item on a future agenda if a majority supports it. "It is debatable and would require a majority vote," counsel said.
In debate, Supervisor Nudo argued the prior 2022 change — which made division heads serve at the pleasure of the county executive — led to turnover and diminished staff confidence. "They feel more comfortable knowing that it's not gonna be just for politics," Nudo said, urging a return to the prior structure.
Supervisor Gertson, whose committee had opposed the resolution, said he would vote no. "This policy failed in our committee... I haven't heard one argument in favor of this that holds any water," Gertson said.
The board then held a roll-call vote; the motion to discharge failed 6 yes to 13 no, so the proposal remained in the finance committee and will not appear on the board floor as a standalone matter unless reintroduced through regular committee process.
Because no further action was taken, the board preserved the committee’s prior decision and the existing governance arrangement remains in place until and unless a committee brings a revised resolution forward.
