Willard City Council approves canvass of Nov. 4 municipal election; staff reports 521 ballots counted

Willard City Council voted to approve the canvass of the Nov. 4, 2025, municipal election after city staff reported the results and an audit showing no discrepancies.

Michelle reported that 521 ballots were counted in the election. She said five mail ballots received after 8 p.m. on Nov. 4 were not counted; those five were sealed and filed with the 2025 municipal general election results. Michelle told the council that the number of ballots counted on election night was 404, representing 27.84% turnout on election night, and that after canvass the total percentage of ballots counted was 35.91%.

According to Michelle, the county’s audit procedures required a random selection of 255 ballots and 88 voter signatures (selected by the lieutenant governor); those ballots were compared with vote-cast records in the election system and the signatures were compared with records in VISTA, and all matched. She stated that Willard City "followed all of the noticing and reporting required by Utah State Code" and concluded, "The canvass is ready for your approval."

The presiding chair asked for a motion to approve the 2025 municipal general election canvass for Willard City. The chair announced a motion by Jake and a second by Mike. The chair then completed a roll call and announced that the motion carried; the council approved the canvass.

After approving the canvass, the council moved to close the meeting. A motion to adjourn was made and seconded; those present voted in favor and the chair declared the meeting adjourned.

The council did not record further discussion or additional actions related to the canvass. The sealed, uncounted mail ballots and the audit materials were filed with the municipal election records as described during the canvass report.
