YouTube filmmakers receive approval for Vinita downtown street closures for historical documentary

The Vinita City Council on Tuesday unanimously approved temporary downtown street closures requested by a documentary producer planning historical recreations on Sunday, Aug. 16, 2026.
Applicant Scottie Martin, representing the Part Time Explorer YouTube channel, told the council the production aims to recreate scenes from the town's past and will use period cars, horse-drawn conveyances and up to about 50 extras. Martin said he chose a Sunday to minimize traffic disruption and described plans to limit intrusion on residents and coordinate safety around horses and staged “chaotic” scenes.
"We're looking at having a crew of about 10 to 15 people, and there's going to be a large number of extras — about 50 people," Martin said. "If we're able to do a lane on 66 in front of the theater, we only need one lane just to create a buffer from the historical cars and the actors so that way there's a safety buffer there."
Martin described practical and digital effects to simulate historical weather and events and said he will notify adjacent property owners about the closures and shooting schedule. He noted the channel has produced widely viewed documentaries and that the project will include behind-the-scenes promotional material.
Councilors asked about timing and neighborhood impacts; Martin said the date was intentionally a Sunday to keep downtown less busy and that he would coordinate with the theater to avoid conflict with an afternoon engagement. After brief questions the council moved and approved the closures.
The approval allows limited lane and block closures for the specified locations and date; staff will provide details on required permits and neighborhood notifications before the shoot.
