City attorney briefs Willard council on Open and Public Meetings Act; council to tighten closed‑session practices

She told the council that meetings generally require 24‑hour public notice with an agenda that reasonably specifies topics; exceptions exist for emergency meetings. She reviewed the limited grounds for closing a meeting (personnel matters, strategy sessions for litigation, certain real‑property discussions, security deployments and related exceptions), said closed‑session minutes and recordings must be retained and that the presiding officer must sign an affidavit justifying the closed meeting on the record. She also cautioned that members who knowingly violate closed‑meeting rules could face criminal penalties under the statute sections cited during the training.

Council members asked practical questions about when items raised by the public could be discussed and how specific the agenda listing must be for a lawful closed session. Amy recommended specifying the statutory reason for any intended closed session and avoiding catch‑all language.
