The Chapel Hill‑Carrboro City Schools Board voted to approve an interlocal agreement (ILA) among the district, Orange County Schools, and Orange County that sets procedures for presenting and vetting projects funded by the 2024 general obligation bond.
District staff described the ILA as a restatement of long‑standing practice that limits the ILA’s guidance to projects funded by the 2024 bond and specifies that the agreement remains in force through 2033 (the expected debt service term). The ILA clarifies that school boards approve projects, while the county commissioners appropriate funding; it establishes a core review team to align guidance between the boards and the county prior to project presentation.
Board members asked questions about county appropriation authority, the role of the capital investment plan (CIP), and how the ILA affects projects if a party withdraws. Staff said the agreement allows the implementation of capital investment plan processes without shifting authority to commissioners for project approval; commissioners retain appropriation authority. Orange County Schools and the county board had approved the ILA earlier in the week and on Feb. 3, respectively.
Barb moved to approve the ILA and Vicky seconded; the motion carried by voice vote. Staff said they will proceed with the processes outlined in the ILA for bond‑funded projects.
