Belgrade board approves pay-scale tweaks and temporary stipend for payroll manager

The Belgrade School District board voted to revise parts of its miscellaneous pay scale and to provide a time-limited stipend to the payroll manager to address operational reconciliation issues between human resources and payroll.
Administrators proposed adding an "administrator substitute" rate to cover extended administrator absences ($400 per day; $200 half-day; $50/hour) and raising adult-worker supervisory pay from $12 to $16 an hour. The board approved those revisions in a 4–1 vote.
Trustees also approved a temporary stipend of $1,000 per month for Lisa Church (payroll manager) from November 2025 through June 2026, intended to have her take on day-to-day oversight bridging payroll and HR while staff reorganize workflows and reconcile reporting and benefit deductions. Trey (speaker 17) and others described the stipend as a short-term pilot: "If we're able to get all our goals accomplished in the next few months, then we can certainly revisit it," Trey said.
Trustees noted payroll and HR reconciliation problems and said the stipend is intended to reduce costly errors while staff pursue software training and process improvements. The stipend motion carried unanimously; the pay-scale revision was approved 4–1.
What's next: District leaders will monitor whether the stipend and pay-scale changes improve operations and will return with recommendations if further changes are needed.
