The Belgrade School District Board of Trustees voted unanimously to approve annexation documents for the Ridgeview and Bus Barn properties, clearing corrected paperwork and tightening language about infrastructure responsibilities.
Board members reviewed a corrected annexation packet and heard a summary from Brian, who answered questions about utility and infrastructure terms. Brian said the district negotiated a baseline condition that the obligation to connect to city water or sewer will trigger only when city services are actually available and when existing wells or septic systems have suffered a substantial failure. "So in the event of a substantial failure of our existing wells or septic systems and city services would be available, then we would have an obligation to connect," he said.
Trustees also added clearer language on what will trigger impact fees — tying impact fees to issuance of building permits — and included provisions that would allow the district to pursue payback agreements with others who benefit from improvements the district installs. The board noted the earlier packet had listed the wrong property in one document; that error was corrected before the vote.
The motion to approve the annexation documents for Ridgeview and the Bus Barn properties carried 5–0.
What happens next: with the documents approved, the district and city will proceed under the revised terms; district staff said a remaining property conveyance (109 Kennedy Street) is expected to complete by Nov. 30.
Reporting note: the annexation discussion included several technical clarifications about wells, impact-fee triggers and payback agreements offered on the record by Brian and discussed by trustees; the board did not record additional conditions beyond the revised language it approved.
