Groveland adopts facilities plan to preserve $9M SRF design funding for northern wastewater project

Groveland's City Council unanimously adopted a Clean Water Facilities Plan July 6 that preserves the city's eligibility to seek State Revolving Fund (SRF) design funding for a proposed North Water Reclamation Facility.
Public Works staff and consultants from Woodard & Curran said the plan, prepared June 30, 2026, evaluates alternatives and supports a phased approach to meet future wastewater capacity needs. TJ Fish said adoption is time-sensitive because the Florida Department of Environmental Protection scheduled a public hearing for SRF eligibility on Aug. 18, 2026. Council adopted Resolution 2026-37 to submit the plan to FDEP and proceed with the SRF application process.
Staff emphasized adoption of the facilities plan does not financially obligate the City to construct the project. The presentation estimated a $95.4 million all-in capital cost for the selected alternative and indicated staff planned to request roughly $9 million in SRF design funds to complete engineering. The plan also includes proposed measures to ensure future growth bears its share of infrastructure costs through development agreements and capacity reservation fees.
Council members asked for timelines and committed to returning any design contracts and funding agreements for separate Council review and approval. City staff described an anticipated schedule with design completion in 2028 and potential construction beginning in 2028 with operation targeted in late 2030 if the project proceeds.
The unanimous vote preserves Groveland's ability to seek SRF design funding and requires the usual subsequent approvals for engineering contracts, project financing and construction.
