City releases general-plan draft for 45‑day public comment; staff reports commercial interest downtown

Planning staff told the commission that the draft general plan and environmental impact report (EIR) are in final administrative review and will be posted for public comment, starting a 45‑day review period. Planning Director Tia Klomp said staff hopes to post materials by the end of the month and hold a study session with consultant Barry Miller on Aug. 18; the goal is for the commission to recommend adoption in October and for the City Council to hold first reading in November.
"We're trying to get this... on the 31st, so the next Friday," Klomp said, noting counter copies and online postings will be available and staff will use Notify Me, the city website and other channels to solicit comments. The study session will include maps and power points from the consultant, Klomp said, and public comments will be accepted in limited form during the session.
Economic Development Director Jonathan Wright reported momentum from prospective and incoming businesses: he said Banditos Mexican is preparing to open pending health‑department approvals, tenant improvements at the Powers Mansion are advancing toward an October target, and downtown facade improvements will be supported through a $500 reimbursable grant program administered with downtown partners.
Staff asked commissioners to publicize the review period and encourage business and resident input; Klomp told commissioners she will circulate materials and provide counter copies at the planning counter for public review.
