Sedalia council drops two-day sign-up requirement, approves multiple ordinances including park camping and housing fee incentive

Public comments and council debate shaped several ordinance votes at the Sedalia City Council meeting.
Kevin Lugin told the council the current ordinance (No. 12,255) "places unnecessary restrictions on citizens wishing to address their own government" and called it an "anti–free speech" rule that should be repealed. Council members responded by advancing and passing an amendment to section 2-7.86 that eliminates the two-business-day advance sign-up requirement for public comment; members debated whether to add an overall time limit for public comment but ultimately approved the ordinance as amended on final passage (roll call: Franklin, Robinson, Ames, Scribner, Boggess, Covington and Cross — 7 yes; Redford absent).
Council also approved a one-day waiver of city code (Bill 2026-77) to allow overnight camping and parking in Liberty Park for the Bikers Across Missouri "Ride on the Katy" event on Oct. 12, 2026; that ordinance passed on final reading with the same 7–0 roll call and one absence.
In community development actions, the council gave final passage to an ordinance approving the final plat for Branch View Estates (Bill 2026-78); the planning and zoning commission had recommended approval by an 8–0 vote. The council approved final passage 7–0 with one absence.
The council also adopted an affordable-housing building permit fee reimbursement program (Bill 2026-79) that would reimburse up to 50% of eligible permit fees, not to exceed $3,000 per qualifying single-family residential project located within the city’s Chapter 353 redevelopment area and sold for $175,000 or less; final passage passed on roll call 7–0 with one absent.
A quitclaim deed ordinance (Bill 2026-80) conveying three city-owned lots at 400, 402 and 406 West Clay to Boosenberg Properties Land LLC for $8,000 passed with one abstention and one absence. Councilmember Boggess abstained due to kinship; the final tally was 6 yes, 1 abstain, 1 absent.
The meeting also included routine approvals: minutes from the June 15, 2026 meeting, a records-destruction authorization carried out under the Missouri Secretary of State local records retention schedule, liquor-license renewals and multiple board and commission appointments (one Bothwell Regional Health Center nomination was held for more information). Council later moved into a closed-door session under statutory exemptions for legal advice, real estate, personnel and contracts.
