The Deephaven Planning Commission on June 16 recommended City Council approval of a conditional use permit for an addition at 20240 Cottagewood Avenue after staff and the applicant described stormwater mitigation that brings the effective hardcover below the city's 25% limit.
Planning Director Pat Smith told commissioners the proposal would initially increase hardcover from 32.42% to 33.1%, but the applicant proposed an infiltration trench in the southeast corner of the site; staff calculated an effective hardcover of 24.57% once the mitigation is accounted for.
John Daly of Revision, representing owners Patrick and Perris Deppa, answered commissioner questions about proximity to a utility pole and nearby trees, saying the trench is about 10 feet from the pole and will not affect trees. Chair Mike Petersen asked how the addition extends 2.1 feet from the existing house; Daly said the homeowners want more room for their three children.
Commissioner Patrick Donlin moved and Commissioner Kendall Carlson seconded a motion to accept the staff recommendation and findings and to recommend City Council approval; the motion carried 7-0.
