San Antonio adopts citation code enforcement ordinance with special magistrate appeals

The San Antonio City Commission voted unanimously on June 16 to adopt Ordinance 01-2026, which establishes a city citation code enforcement program and authorizes use of a special magistrate for appeal of fines.
Ordinance 01-2026 provides for classification of citation penalties and directs codification and standard severability and scrivener's-error provisions. Commissioner Blaze Drinkwine moved to adopt the ordinance and Commissioner Caitlin Bolender seconded; the vote recorded Mayor John Vogel and all commissioners voting AYE. The ordinance was adopted during the Streets/Code Enforcement agenda item.
The vote followed separate operational approvals the commission made for public-works needs, including accepting quotes for citywide concrete repairs and for tree removal and trimming. Those procurement motions passed unanimously earlier in the same segment.
Ordinance text was presented as procedural code changes to allow citation-based enforcement with an appeals mechanism; commissioners did not amend the ordinance at this meeting.
