Council hears code-enforcement update; county to begin Phase 3 water citations April 17

A city code-enforcement representative reported enforcement activity: 38 new cases this month, 33 follow-ups, 40 closed cases and 26 open cases covering issues such as unpermitted rentals and construction cleanup. Staff said they are continuing rental-registration outreach and are using web-crawling tools (e.g., Granicus) to identify frequent short-term rentals for follow-up.
The code officer relayed a Pinellas County notice that, beginning April 17, the Southwest Florida Water Management District and county conservation officers will begin Phase 3 watering restrictions enforcement and may issue citations starting at $193 after an initial education period. Council members discussed nuisance issues (for example, barking dogs) and options for better registering short-term rentals and clarifying wording in the city code.
Council encouraged public outreach and staff said they will post notices on the city website and hang tags as part of education before citation issuance. Staff also fielded council questions about vacant properties, docks and enforcement thresholds.
