At its April 7 meeting, the Dayton Community Appeals Board discussed possible updates to its bylaws to permit limited virtual participation by Board members consistent with recent state law changes.
Members said any virtual participation would need formal procedures to ensure public notice and access and should be limited to extenuating circumstances such as illness or work travel. Members emphasized that appellants appearing before the Board would be expected to attend in person for hearings and that virtual participation should not become a substitute for in‑person participation.
The Board also noted uncertainty about which version of the CAB bylaws is the most current executed document. If an executed final version cannot be located, members agreed to work from the most recent draft. Members discussed whether meeting minutes should distinguish excused from unexcused absences and concluded this is a formatting/practice issue that can be handled administratively. No changes to the bylaws were adopted at the April 7 meeting; draft language on virtual participation will be circulated for future review.
