Willard, UT — Technical testimony at Monday’s council meeting flagged biological oxygen demand (BOD) — not hydraulic flow — as the primary limit at the joint wastewater-treatment plant that serves Willard and neighboring jurisdictions.
A sewer-plant representative (S5) told the council the plant can hydraulically accept the volumetric flow proposed by an engineering firm representing a potential food-processing company, but the facility’s biological system lacks the microorganism concentration and detention capacity to treat the company’s high-strength waste without pretreatment or plant expansion. "Hydraulically, we could handle it," the representative said, "but the BOD loading of this proposed business could be more than triple current BOD and would limit residential growth or other small businesses without expansion or pretreatment." S5 reported Phase 1 plant design capacity at roughly 2,000,000 gallons per day, with current treatment around 700,000 gpd because the plant is operating about half of Phase 1. The rep explained pretreatment options and surcharges as alternatives to immediate plant construction; the company, S5 said, declined to invest in pretreatment and instead explored paying a surcharge to the plant.
Council members (S1, S11) pressed whether Willard’s share of nutrient loading is proportionate to its ownership share of the plant (historically discussed as a 30% figure). S5 said the operation currently monitors flow and can implement additional testing for constituent loads, and the board (S11) said the board could consider metering and separate testing to ensure equitable allocation between partner cities.
