Montville Committee adopts water and sewer bond ordinances, redevelopment plans and $498,000 open-space expenditure

The Committee approved Ordinance 2026-17, a bond ordinance appropriating $3,395,000 for water utility improvements and authorizing $3,200,000 in bonds or notes. It then adopted Ordinance 2026-18, a bond ordinance appropriating $2,527,500 for sewer utility improvements and authorizing $2,425,000 in bonds or notes. Both ordinances were adopted by voice and recorded roll-call votes with Yes votes from Committeemen Chris Fano, June Witty, Daria Senaldi, Deputy Mayor Matthew S. Kayne and Mayor Frank W. Cooney; there were no votes recorded in opposition.
The Township Planner presented and the Committee adopted Ordinance 2026-19, a redevelopment plan for property bounded by Main Road (Route 202), River Road, Daldunn Drive and Interstate 287 (Block 59, various lots, to be consolidated as Block 59, Lot 22.1). During the public hearing, Holly Cox of 1 Dey Court, Towaco, objected to a Planner comment about environmental protections and said “nothing is protected.” Shari Seffer of 53 Davenport Road raised a procedural concern that planner presentations were not listed on the agenda and asked speakers to use the microphone. After public comment the Committee closed the hearing and adopted the ordinance.
The Committee also adopted Ordinance 2026-20, a redevelopment plan for property at 17 Chapin Road (also known as 26 Riverside Drive, Block 184 Lot 7.1).
Separately, the Committee opened the public hearing on and then adopted Ordinance 2026-21, authorizing a capital expenditure of $498,000 from the Open Space, Recreation and Farmland Dedicated Trust Fund. During that hearing resident Pat Gamsby questioned elements of the expenditures; the Township Administrator directed members to a link listing the items included in the ordinance.
All adoptions were made by formal motion and roll-call votes recorded in the meeting minutes. The Committee set July 21, 2026, as the public hearing date for newly introduced ordinances 2026-22 (acceptance of a conservation easement/Deed of Transference related to the Brookside Development) and 2026-23 (salary/wage schedule for an unrepresented official/employee).
The meeting record shows the Committee took these actions as part of a broader consent and regular agenda that included routine approvals.
The Committee’s next regular meeting is scheduled for July 21, 2026, at 7 p.m.
