Rob Linke, water resource engineer and wetland specialist, told the Development Committee that the July 4 flash flood produced localized rainfall totals between about 5 and 8.5 inches in a little more than 48 hours, with some locations receiving four inches or more in a single hour—an intensity engineers associate with a 1% (100‑year) one‑hour design storm.
Linke said the southern half of the county experienced the heaviest rainfall and that county infrastructure impacts were concentrated south of Interstate 88; the worst road damage was reported on Scott Road (County Highway 48), where crop debris and culvert loss led to closures. County staff conducted field surveys the day after the event to document overtopping, debris lines and shoulder washouts for calibrating flood models.
To collect more widely dispersed observations, Linke described a new publicly accessible portal and dashboard developed with the county GIS team. Residents can upload photos, descriptions and timestamps of flooding or infrastructure impacts; staff will use those crowd‑sourced records to inform watershed modeling and to support grant and mitigation work. Linke said staff already imported historical flood data back to 1994 into the dashboard for comparison.
Linke highlighted two ARPA‑funded projects that the county has advanced: installation of flood‑risk signs around vulnerable locations and the Kane County Flood Studies Initiative, a watershed‑scale modeling effort (also ARPA‑funded) to better assess flood hazards across the county. He said staff will use the modeling work to move beyond binary FEMA floodplain maps and to present a range of flood‑hazard scenarios that are calibrated to observed events.
When a committee member questioned whether models can exaggerate risk, Linke said the flood‑study initiative is explicitly intended to calibrate models against real event data so predictions better reflect local conditions.
Next steps: staff will publicize the portal/dashboard and continue watershed modeling with partner agencies, including planned work with the Chicago Metropolitan Agency for Planning in the Tyler Creek watershed.
