Hermiston awards $1.213 million contract for Agape House storage building

Hermiston’s City Council voted unanimously on Feb. 9 to award a $1,213,000 construction contract for a storage building for Agape House, a council presentation said, accepting Banland Construction as the apparent low bidder.
City staff described the project as a community-development-block-grant (CDBG) sponsored effort the city supported for Agape House to separate food operations from other materials and expand storage capacity. “The low apparent low bidder is Banland Construction, and we are recommending award of that at $1,213,000,” said city staff (speaker 6) during the presentation.
Councilors asked whether the CDBG award and Agape House fundraising would cover costs and were told that some fundraising exists and staff expect remaining costs, if any, would be handled in the next budget cycle rather than with current-year funds. Staff also noted there remain design/contingency line items not yet spent that could offset the construction cost.
The motion to adopt Resolution 2407 was moved and seconded and passed unanimously. Staff said the city’s financial participation, if required, would be determined in the next budget process and that the contract award proceeds this construction phase with oversight per grant and procurement rules.
