The Lake Odessa Village Council on June 15 authorized Village Manager Mark Borden to negotiate a services agreement with Indigo Design and Copper Rock concerning a proposed Brownfield tax-increment financing (TIF) redevelopment of the village's old football field and scheduled a special meeting for 5:30 p.m. July 7 to review negotiations.
Ryan Schmidt of Indigo Design presented the proposal and acknowledged there had been questions about whether the fire department could cover a three-story building. Schmidt told council he had spoken with Fire Chief Perkins about those concerns and said fire suppression would be provided in every unit to meet code requirements. Several council members asked questions and discussed options for moving forward.
After discussion, council authorized Manager Mark Borden to negotiate terms of a services agreement with Indigo Design and Copper Rock. The council did not adopt a final TIF agreement at the June 15 meeting; instead members scheduled the July 7 special meeting to consider the results of the manager's negotiations.
Next steps: Village Manager Borden will carry out negotiations and report back at the special council meeting on July 7, 2026 at 5:30 p.m.
