Lake Odessa council adopts amended rules, event permits and insurance coverage

At its June 15 meeting the Lake Odessa Village Council unanimously adopted amended council rules, approved event participation and a fireworks permit, accepted a new workers' compensation plan, and approved routine minutes and bills. A previously noticed MSHDA CDBG closeout hearing received no public comment.
The Lake Odessa Village Council unanimously approved a package of routine administrative and event-related measures at its June 15 meeting.
Village President Karen Banks called the meeting to order at 7:00 p.m. and the council approved the agenda as amended in a motion by Trustee Martha Yoder, supported by Trustee Mike Brighton. The council then approved minutes from May 18 and May 20, 2026 (motion by Trustee Bob Green, supported by Trustee Neena Rush) and voted to approve expenditures under $3,000 and bills in excess of $3,000 in separate motions; all motions passed 6-0.
A previously noticed public hearing to close out the MSHDA Community Development Block Grant (CDBG) CHILL Homeowner Improvement Grant (MSF-2023-914-CDB) was opened and closed with no public comment, and the council recorded that the hearing had been noticed per state law.
The council adopted four resolutions by roll-call vote (Yes: Brighton, Green, Halfmann, Rush, Yoder, Banks; Absent: Ben DeJong). Trustee Martha Yoder moved to adopt Resolution 2026-41, which amends the Village Council Rules of Procedure; Trustee Bob Green moved to adopt Resolution 2026-42, which authorizes Village participation in a community "Ring of Fire" activity at the municipal beach on July 4, 2026; Trustee Roy Halfmann moved to adopt Resolution 2026-43 to accept insurance coverage through the Michigan Municipal League Workers' Compensation Fund effective July 1, 2026; and Trustee Bob Green moved to adopt Resolution 2026-44 authorizing the Village President to sign a fireworks permit for the Lake Odessa Fair on June 28, 2026.
Trustees also approved the consent agenda, which included minutes from the Lake Odessa Area Arts Commission meeting, and received routine departmental reports from village management, police, public works, finance and zoning staff.
In trustee comments, council members thanked public safety and DPW staff for storm clean-up, highlighted upcoming community events including a 3-on-3 tournament and a Vacation Bible School at the fairgrounds, and noted an upcoming AI policy committee meeting. Pam Swiler, speaking during public comment, thanked the council for including a 3-on-3 flyer in the packet and noted a Central Michigan University basketball clinic on July 21.
The council adjourned at 8:12 p.m.
