The Woodland Township Land Development Board on March 17 approved Application 2025-2, a minor subdivision to split Block 402/Lot 1 (14 Route 72) to separate an existing or proposed tavern from a proposed cell tower and to permit related lot-configuration changes.
Board member Thomas Leisse reviewed a completeness letter and stated that the application’s listed deficiencies had been addressed. The board moved to deem the application complete on a motion by Donna Mull, seconded by Chairman Thomas Getz.
Kathrine McGill testified in support of the application, saying the property needs to be divided between a tavern and a cell tower and requesting variances for minimum lot size, street frontage, side-yard setback and front setback. Cheryl Smith, the applicant, was sworn in by Attorney Sara Werner and explained the need for the subdivision as presented to the board.
During public comment, George Adams asked whether the Pinelands authority had approved placing a structure on a nonconforming lot; the minutes record the question but include no recorded reply or staff clarification.
The board then voted to approve Application 2025-2 based on the March 11, 2026 review letter. The minutes record the “yes” votes as Huber, Getz, Herndon, Mull, Meeks, Daniels and Quaglito, with Estlow listed as absent; however, the attendance record earlier in the minutes lists Mike Huber as absent. The minutes do not reconcile that discrepancy.
The board subsequently approved Resolution 2026-6 memorializing the application approval.
The minutes do not specify permit conditions beyond the variances requested, next administrative steps, or an explicit statement about Pinelands approval. The board’s record shows no further debate and lists no additional conditions. The meeting adjourned at 7:10 p.m.
