Finance committee forwards Greenlight Go traffic-signal upgrades to full council, 3-0

The Bethlehem finance committee unanimously voted to forward to the full council two measures that would implement two Greenlight Go grants to modernize the city's traffic signals.
City staff said the program covers replacement of LED modules on all 128 traffic signals and replacement of controllers and associated cabinets that manage signal phasing. "One grant was to replace all the modules, essentially displays the LED lights on all our 128 traffic signals in the city," staff said, and added that the second grant covers controllers and cabinets.
Staff put the total project cost at about $708,000 and said an 80% grant-share with a 20% local match was required. "The total project cost is 708,000 and change, of which 20% is a required match, from the city," staff said; the match was identified as roughly $141,000 to be funded from salary-savings in the Bureau of Streets and Engineering.
The committee moved and seconded both the capital-budget ordinance to establish the non-utilities line item for the project and a resolution transferring the matching general-fund dollars; both measures passed on roll call, 3-0. Committee members recorded "aye" votes from the three participating council members and the chair. The administration said both items will be placed on tonight's full council agenda.
The committee did not discuss construction or procurement timelines in detail and said the full council will receive the measures for final consideration.
