Wheeling approves intergovernmental agreement to reconfigure Sky Harbor parcels with Prospect Heights

The Wheeling Board of Trustees unanimously approved an intergovernmental cooperative planning agreement on July 20 that will allow municipal boundary adjustments to facilitate a unified Sky Harbor FBO development spanning Wheeling and Prospect Heights.

"This intergovernmental agreement allows the villages and the city to alter the boundary line and disconnect a parcel from Wheeling and annex it to Prospect Heights and to disconnect a parcel from Prospect Heights and annex it to Wheeling," said the presenter, who outlined that the four-parcel development straddles municipal lines. Under the arrangement described to the board, three of the parcels would be located fully in Prospect Heights and one parcel would remain in Wheeling so the development can proceed as a unified project under a single set of building-code administration.

Staff said that administratively the two municipalities and their staffs concluded this would be the most efficient way to process the development. If the board's IGA is approved, annexation and disconnection ordinances will be returned to the Wheeling board on Aug. 3 for formal action; Prospect Heights is conducting zoning public hearings this week and will consider the IGA at its next meeting.

The board voted on the IGA after a brief question-and-answer exchange about building-code administration and timing. The presenter told trustees that Prospect Heights is in the process of adopting the 2024 building code and that the IGA includes a provision that Prospect Heights'building code will cover the Sky Harbor parcels for the development. The board approved the IGA by roll call; trustees had no additional questions.
