The council approved the sign deviation after staff and the planning commission recommended allowing a larger sign on roughly 0.667 acres of a property inside an existing tax‑increment financing (TIF) district. Nathan, who presented the request, said the lot is being marketed for retail or commercial development and that the planning commission limited approval to one year so the owners must reapply if the property remains unsold. "It is close to 0.667 of an acre site," Nathan said during the presentation.
Joe Levin (Ward 3) moved to adopt the planning commission recommendation; the motion passed unanimously.
The council also approved an interlocal agreement to participate in the design phase of a larger Mission Road project led by Roland Park. Public works staff described the design contract as part of a project the city estimated at over $2,000,000, with Fairway's share of the design cost roughly $25,000 out of pocket. Bill, speaking for public works, said Roland Park will lead and that Fairway will consider a separate interlocal for construction funding next year when county contributions are confirmed. Councilmember Lee Story (Ward 1) moved approval; the motion passed unanimously.
Earlier in the meeting the council adopted the consent agenda — approval of past minutes and claims — on a motion from Jerry Williams (Ward 2). The consent motion also passed unanimously.
City Attorney Rich Cook confirmed during the sign discussion that the TIF agreement and the city's development code continue to govern development conditions on the parcel, including how revenues are captured.
What happened next: Staff will monitor the one‑year sign approval; if the parcel remains unsold, the owner may request an extension or additional deviations. A separate interlocal to secure construction funding for the Mission Road project is expected next year.
