Union City Council approves local projects, removes lien and awards Renaissance grants

At its Aug. 27 meeting, the Union City Borough Council unanimously approved several routine motions that advance local projects and clear a municipal lien.

Councilor Kerns moved and Councilor Steadman seconded a motion to remove and satisfy the Borough’s lien against 121 East High Street for approximately $2,690 after the property was donated to the Erie County Landbank; the motion carried unanimously. Borough Manager Cindy Wells reported the Landbank asked that the lien be removed.

The council accepted a $16,679.00 quote from Construction Services of PA to install a canoe and kayak launch at the American Legion ball field, contingent on receipt of an easement from the American Legion. The EADS Group engineer reviewed two quotes: Blum Property Services, LLC quoted $18,541.50 and Construction Services of PA quoted $16,679.00. Because the project cost was under the $23,200 threshold, formal bidding was not required. Councilor Osborn moved and Councilor Kerns seconded the award motion; it passed unanimously.

Manager Wells presented seven Renaissance Grant applications for the 2024–2025 period, with combined project costs of $60,606 requesting $23,600 in grant funding; she said $90,547.35 remains available in the Renaissance Grant fund. Councilor Steadman moved and Councilor Osborn seconded approval of the seven recommended awards totaling $23,600; the motion carried unanimously.

Council also passed a resolution accepting the audit report for the Erie Area Council of Governments after the audit was reviewed and accepted by COG members. Manager Wells noted other routine calendar items and outreach, including a planned letter of support for a PennDOT Charging & Fueling Infrastructure Discretionary Grant application for the US Route 6 corridor and several upcoming meetings and trainings.
