Council approves meeting-schedule change, multiple budget and permit measures in a single session
Summary
Council voted unanimously to reschedule the Aug. 4 meeting start time and approved a set of ordinances and resolutions including inspection/transfer ordinance changes, budget and capital amendments, grant application authorizations, event use permits and several appointments and certificates of appropriateness.
At its meeting, City Council approved a package of administrative and legislative actions that included a meeting-schedule change, adjustments to inspection and budget rules, and authorization to apply for several state and federal grants.
The council voted to move the Aug. 4 meeting start time to 5:30 p.m.; the motion passed on a roll call that recorded six ayes and no noes.
On ordinances, council approved amendments to the city's registration, sale and transfer inspection articles (Bill 19-20-26). Staff explained the change aligns local practice with state law by extending the correction window on transfer inspections to 12 months (from a prior 90 days) and clarified how sales inspections interact with the city's three-year rental-inspection cycle. The roll call recorded one Nay and the ordinance passed (6-1).
Council also approved amendments to the 2026 general fund budget (Bill 20-20-26) and to the 2026 capital budget for non-utility projects (Bills 21-20-26 and 23-20-26), each passing on recorded votes.
Resolutions approved included a transfer of $141,672 in general-fund salary accounts to provide matching funds for the Greenlight Go program grant; authorization for the city to act as pass-through and apply for up to $1.5 million in Emergency Solutions Grant (ESG) funds on behalf of Lehigh Valley homeless-service providers; a request to apply for up to $300,000 through the watershed restoration and protection program for Stephco Swale rehabilitation; and authorization to seek multimodal transportation construction funds (up to $3 million) for Steffco Boulevard improvements. Council also authorized use-permit agreements for ArtsQuest CountryFest and the Bradbury-Sullivan LGBT Center/ArtsQuest Lehigh Valley Pride event.
Administrative orders appointing members to the Bethlehem Fine Arts Commission were approved and Certificates of Appropriateness for several historic-preservation projects and signs were granted as a grouped vote. Roll calls for these items were recorded and measures passed, mostly unanimously.
Where recorded, votes are noted in council roll calls printed in the meeting record. Items that will be considered further in committee include proposed zoning ordinance amendments to regulate data centers; that communication was referred to the Community and Economic Development Committee with a scheduled committee meeting on Aug. 11 at 6 p.m.
