Town prepares resolution and survey to enable solar canopies at Anthony Veterans Park

The Greenburgh Town Board agreed on May 5 to move quickly to prepare a resolution and obtain survey meets‑and‑bounds so state lawmakers can introduce legislation allowing solar canopies at Anthony Veterans Park.

Perry, a legislative liaison speaking for the bill sponsors, told the board the fastest path this session is an alienation bill that would temporarily alienate the parcel for the solar installation but include a reverter clause to return the land to park use if the solar use ends. “The safest, quickest thing to do would be alienate the property,” Perry said, adding that meets‑and‑bounds and a town resolution are needed to get a bill number and push the measure through the Legislature before it recesses June 4.

Commissioner Lucchese said he reviewed the revised reverter language and that it made him more comfortable about proceeding. He asked to take the draft back to the parks advisory board so that members could consider the updated protections. The board discussed narrowing the meets‑and‑bounds polygon to exclude buildings and limit the area alienated; staff said a CAD file or existing survey might speed the process.

Board members also discussed timing and sequencing: if the survey and meets‑and‑bounds can’t be completed immediately, the town could still prepare the resolution requesting introduction of alienation legislation and follow up as survey data become available. Perry warned other priorities limit how many bills can advance this session and urged the town to prioritize the alienation measure if they want it considered before June 4.

The board did not take a formal vote but instructed staff to pursue the survey/CAD data, draft the required resolution for next week’s meeting, and coordinate with the bill sponsors in Albany. The advisory board will be briefed the following day and staff will continue refining the reverter language and meets‑and‑bounds description.
